Jedi Training Belt

Description
This tweak adds a belt that allows anyone with it on to use a lightsaber and (attempt) to deflect blaster shots. Like eclipse's previous files, I'd have had kinder things to say if more effort had gone into it. In-game placement, a unique description... little things like that show the modder has a genuine interest in making a quality mod.

Additionally, I find the stats somewhat realistic. How does wearing a belt suddenly make someone able to use a weapon they've never even picked up before?
