Assuming default installation directories, put the Rebalance008.big into "C:\Program Files\Sierra\Homeworld2\Data"

Then, make a shortcut of tThis mod is a complete rebalancing of the game to give it the first Homeworlds gameplay and pacing. Along with many visual tweaks.
