Slightly weaker as it made no sense that section 31 would have mega weapons of death :D

To install please install the section 31 race moThis rebalance includes more realistic weapons, propulsion, defence-systems and overall combat efficiency so the S31 ships aren't too powerful to mangle Negh'Vars and Warbirds with little effort.
