Patch Kingpin to version 1.21 (patches any version below v1.21). The patch improves network code and a couple miscellaneous bugs.

Changes:
-20% Bandwidth reduction
-Added more spawn points to team_towers
-Fixed spawning inside teammates
-Fixed button cheating in team_rival
