Steps:
1-Extract the file with winzip.
2-Right click on "ProgramFilesGrand Theft Auto:Vice Citymodelsparticle.txd" and do not select "read only"(it may be already done)
3-Open it with a TXD editor.
4-Find the file Here is a modification that will replace the rain with in GTA Vice City with that of rain similar to that from the matrix or at least similar to that of matrix code rain.
