version 0.8 of CNC Tactical

this is the fourth relase of my mod
I added the first balances to the mod, I changed the armor and a bit of the weapons
more will follow

If there is a problem with the NOD super weapon shield, please contact me
If I got a lot problems I will delete it in a newer version.
