Xindi Conflict 1.1

This Mod changes the ent-era Romulans with the xindi in both skirmish and the campaign mode.
I have added the original ent-era romlulans into the skirmish mode under the vulcan race so they are still usable just not by the This is an upgrade of Cylon52's Xindi Conflict Mod. This introduces a few changes that will bolster the quality of the original mod.
